To All QLx3 members – 
The grace period for paying your monthly fee is now officially over. You MUST make sure your account is current or you risk losing your Affinity Group membership and therefore your investment vehicle account. 

PLEASE do not let this happen. The investment vehicle is still producing very nicely for all involved.  I know it has been a while since this mattered but that time has come to an end. The QL site is now back operational and every member must pay their monthly fees to keep their QL and Affinity Group accounts current. If yours is not paid and current NOW, you risk losing it. 

All any member needs to do is deposit into their RESERVE account. You no longer have to just pay one month at a time. You can deposit as much as you wish into your Reserve account (i.e - Prepay a full 12 months in advance if you wish) and the fees will automatically be taken out when due. 

If you have not been keeping up, all of the past QL Update calls are available at your web site. Simply go to your site and login – Click on the top link “Bulletin Archives” – Select from the drop down list and click on the link in that particular bulletin to listen to the call.  I HIGHLY recommend that you at least take the time to listen to the call that was recorded on October 6th, 2007 (Link is in the bulletin marked 10-4-07). This one contains the FIVE CRITICAL THINGS YOU MUST BE AWARE OF regarding your new QL web site. 

To make a deposit into your Reserve Account is very simple – Just login at your site – The Shortcuts tab will show a list of options. 

# 1 Scroll down to Deposit Reserve Funds – Click on that link

# 2 Enter the amount you want to deposit -

# 3 Choose the payment gateway (eBullion or eWallet)

# 4 Submit 

You will be directed to the payment interface to make payment. Return to merchant after payment is made and you can check to see that the payment is there in you Reserve Account by clicking “Account Overview” from the Shortcuts menu. 

The site is very good. It may take a little use to feel comfortable with it but I encourage you to do exactly that. Take time to listen to the calls and get familiar with the site. 

Sept update
The links above now work again so you can join. You can now fund your credit union account and start receiving interest. I funded my credit union account in June and my current account value has gained more than 40%; that'sd pretty good and they are still not trading all the days of the week soit will get even better.

To open your account with the credit union, after you have joined the 
xxxGroup (top link in your QLx3 back office), login to your account and go 
to the news item that says 
" New information about XXCU signups" April 21, click on that

On the bottom line at the right of the next page click on "XXCU sign up area"
 
On the next page it should contain the info you have posted on your profile page. At the bottom click on "Click here to start your XXCU application" 

The next page is tricky because all the info is hanging off to the right where you can't see it. Use your bottom scroll bar to bring those info boxes over so you can fill in the right information because what we find is that not all the information from your profile is carried over to this page. Fill it in and submit; DO make note of the login name, password and pinn number you choose. And you DO have to submit a www.gmail.com  account for them to send email to. 

They will then send you a confirmation email to your gmail account. You have to confirm you received this email by clicking on the link in that email.  

Then shortly thereafter, like within a day, you can go to the website and login using the login name, password, and pinn number you chose and submit  passport, drivers license,  or other picture ID documentation.  

They now have instructions on how to fund your account under the 
May 21 news update on the site.

Charter membership for the International Credit Union is now filled. However, you can still get a "Preferred" members account with the credit union until they reach 6,000 members. This account has similar benefits to the Charter account, and deposits will be insured up to $25,000 by an insuring Bank. The rate of return on your ICU deposit is estimated to be a minimum of 1% compounded per business day.

If you wish to learn more precise details about the ICU (Director's name, bank names, jurisdiction, etc.), you can do so by having a QLx3 ($49) and OPG ($100) membership. Through the XXX site you can access the detailed ICU information, recorded conference calls and be given the link to the ICU website.
To have continued access to the ICU, you will need to remain active in QLX3. This requires a monthly fee of $15 E-Bullion e-currency.

There is no obligation to recruit anyone, so you can be completely passive.

The credit union will both fund and payout via E Bullion , so you may want to start getting funds into your ebullion account.

FAQ
These are questions that many people have written in and I'm going to try to
answer them all.

How many accounts can I have?  If you have one membership you can have oneaccount in the credit union. Only one NAME holder on the account.  If you
have another person on the account with you, make sure you have ID for them
so if anything happens to the main account holder, the other person can take
over.

If the account is a business, we need documentation for the business, and
the authority of the person handling the account.  Like articles of
incorporation and also the person responsible for the account.

What if I have an account for my son or nephew or other minor?  The account
can be the name of the minor.  If there is a trustee managing the account,
then we need proof of relationship between the named account holder and the
person who will transact business on the account.

Can I pay bills electronically from my account? Not at this time but we are
looking into it.  Like for a mortgage payment or something similar.

Can the CU give me tax advice on how to manage my money?  How do I handle
the interest on the account?  We will not give tax advice because we have
members in so many different places. All over the world in fact.  The tax
laws are so different in all these areas and it is complicated.  We MAY be
able to refer people to professionals in the area in which someone lives.
We cannot recommend one person over another.

There are no taxes from the host country. So there are no forms to fill out
in Dominica.  Find a good accountant or attorney in the tax laws where you
live and have your citizenship.

How do I make deposits and withdrawals from my account? You can use
e-bullion. It is an excellent and secure product. I have found NO problems
with this company. E-bullion is about 4 years old.

We are also setting up banking relationships with other banks and we will
inform the members of this. We will be on with the Royal Bank of Canada
almost immediately.

Will the credit union have a relationship with U S banks? The answer to that
is probably NO! This is because you are dealing with not only United States
laws, but also state laws and regulations, and it is very complicated. There
are too many differences in laws and regulations. It would cost us too much
to do this. We will be working with world class banks.

Will the credit union have debit cards available? We signed papers this week
so that we can have debit cards available. You will be able to access funds
more easily and more directly. Basically at any ATM.

Since we are an international financial institution, the use of ATM cards IS
being monitored by government institutions. There was a lot of abuse in
years past because people were trying to circumvent laws of paying taxes on
income.

There is SOME international scrutiny. The world is getting tougher on the
transfer of funds around the world. Looking for "international terrorism",
drug money or other criminal activities.  Also internet gambling and
casinos.

We want our members to comply and stay out of trouble.

Identification -- what we need is a current valid not expired photo ID for
the individual. Some people live part of the year in one place and part in
another, and may have several different forms of ID. We will not say which
ID to send, but passport is good. It is considered the best type of ID for
our use. Government PHOTO ID is good.

We are required by the host country to have proof of ID before we can issue
and account. They don't want to see the ID or have copies, but they demand
the Credit Union have this ID on file. They MAY do an audit, but they do not
want the records. They will just pull up random accounts to make sure the ID
is on file. They really don't care about individual members, just that we
are dealing with REAL people with REAL ID!!!

Some concerns about scanning and sending a Driver's License ID. We do not
feel it's illegal to scan and send this. We are not looking to compile
information on people to see them in their homes. But we ARE required to
verify ID of the people we are doing business with.

If we open an account without photo ID there will be a lot of scrutiny from
the host country for at least a year to watch the account transactions.

Why a limitation of $10,000? We are trying to help people promote privacy
and get into a beneficial opportunity. We want this to be available to
people who aren't already wealthy. We want to help a lot of folks. We are
going to be held to a very tight rigor of standards by the host country. Too
much money might make it look like laundering or a scam. They want to see
good solid businesses develop.

The host country would rather see us start out small and prove growth. If
too much money comes in too soon it would not look good.

This is a good opportunity for a safe and secure thing.

Maximum deposit in any 180 day period is $10,000.

When we prove to the host government we are doing what we promised, this
Limit MAY be Lifted.

We will have to demand more ID if we are to accept larger accounts. We would
need to verify the money to see if it is legitimate.  Anything OVER $25,000
will require a Face-to-Face meeting with Tim Coglin.

There may be restrictions on the amount I can withdraw. WHY? We will be
using funds for loans to members and also investing, to build the pool
larger and larger. We need to have a fairly stable and growing investment
base. The interest can be withdrawn, but not into the principal. If you only
put in $100 that is your minimum and you must ALWAYS have this minimum in
your account.

If you put in $1,000, this becomes your account minimum. If you ask for a
withdrawal of interest and any part of the account minimum, we will consider
this a Closing of the Account. You would have to wait a year to re-enter the
account and deposit more funds.

In a fairly short period you should be able to withdraw enough interest to
meet your initial deposit, but leave the initial amount in your account.

Anything you withdraw after the initial amount in interest would be
considered interest income. Pay attention to what is required for taxes
where you live.

Is there an upper limit to how much I can have on deposit? No, as long as
this amount comes from interest growth. We are mostly concerned with how
much money people are putting in, not how much money is attained thru
growth.

Your account can continue to grow and grow, which is the whole point of the
credit union. There is no upper limit to the growth.

Regarding withdrawals of interest, that is up to the individual. As long as
you don't drop below YOUR account minimum.

Can I borrow money from the CU and how can I do it and what's it going to
cost? You can borrow virtually from the beginning of the CU. These are
secured loans. You are borrowing from the CU using your account balance as
the security. EXAMPLE: $5,000 on account, borrow $2,000. You will have a
hold on $2,000 of the $5,000.

Cost of the loan? Interest charge on the loan at the market rate for that
particular type of loan. We will use international rates for loans. The
charter members get a better rate. We will charge 1 percent less than the
market rate. Other members get ½ percent less than the market rate.

Funds in the account will still earn interest, but the loan will be repaid
during a particular period. It all depends on what type of loan is issued.
For a car, maybe 5 years or so. The term of the loan depends on what it's
being used for. A house, maybe 20 years or more.

Take loans for as short a period as possible. The longer the loan, the
higher the interest. Mortgages, try to pay off as soon as you can, or at
least add additional principal pay down to save on interest. It can be VERY
significant.

Is my account insured and how does it work? This is a difficult subject and
it has cost a lot of money. Some people have tried to prove the credit union
cannot be insured. Most credit unions Tim knows about are insured. We are
thinking of Lloyds for insurance. But apparently CU members are inquiring
Lloyds regarding insurance, and this is causing problems for the Credit
Union by "members", or others trying to foil the coverage.

We are still working to complete this insurance program, and will have it
done before deposits are made.

CUNA is a credit union insurer. They provide insurance coverage almost all
over the world. This is a secondary or competitive bid. I am just looking at
more than one product of insurance. Lloyds is still number one.

Accounts WILL be insured by world class insurers. Accounts insured to a
value of $50,000, which includes principal and interest. Amounts over this
amount, the member will have to pay, but the rates are very reasonable.

Can I verify the insurance that will be in place? Yes, absolutely. These
policies are usually 80-100 pages. We will post the entire document of
insurance. The declaration page is really the most important, like a snap
shot of coverage. Company, values etc. Then you can read the other 79 pages
of legal stuff if you want to read it.

The document will not list everyone as an individual. We want to protect the
members' privacy. It will say ALL MEMBERS INCLUSIVE.

Can I maintain my account in other currencies other than USD? For the
foreseeable future, we will use USD. It is just an easier currency to work
with. It is convertible to other currencies, and just easier to deal with.
The balance will be in USD.

There is a website available to convert the money into other currencies. We
will provide this site on the website. This is for conversion rates for the
different currencies around the world.

Last item, what are the terms of service for the CU? The terms of service
will probably be about 60 pages long. They will be on the website as soon as
the information is formalized. There are numerous attorneys working on this
from several different countries, but the info should be on the website
before any money is accepted into the account.
